China's New Mandatory Safety Standards for Children's Products and Toys Take Effect November 1

China's first General Safety Requirements for Children's Products (GB 46523-2025) and the revised Toy Safety series (GB 6675-2025) take effect on November 1, 2026. The mandatory standards introduce more than ten additional chemical testing items and place particular emphasis on slime, electric toys, foam toys and toys that resemble food.

The children's products standard establishes baseline safety requirements, while the revised toy standards align with international standards. Together, they affect how relevant products are designed, manufactured, tested and brought to the domestic market.

Where the requirements may affect businesses first

The additional chemical tests make product materials and testing a focus for manufacturers and suppliers. For the toy categories singled out in the standards, businesses may need to review product designs and testing plans against the applicable requirements before placing products on the market.

The practical effect will depend on the detailed provisions applicable to each product. Further attention to the standards' requirements will help businesses determine which design, production and testing processes need adjustment.
